| Weatherization and Housing Preservation |

The agency provides several programs that address energy conservation, stability, safety and housing improvements. Each of the funding sources that support these services have different income guidelines and specific ranges of assistance provided. Most programs are available for persons located in city limits and/or rural areas. Although these programs are designed to work alone these programs are often linked together to provide maximum benefit to the families. The following is a listing of some programs offered:
Weatherization— ”To reduce heating and cooling costs for low-income families, particularly for the elderly, people with disabilities, and children, by improving the energy efficiency of their homes, while ensuring their health and safety.” The goal of the program is to impact the long term affordability of the family’s energy consumption. An average of $6,500 per house, in materials and labor costs for energy conservation measures installed by trained persons in air reduction are allowed. These services may include attic insulation, broken window repair, air sealing using caulk, thresholds, water heater replacement and/or wrap and efficient lighting bulbs, and assuring adequate heat is provided. All work is a grant to income eligible homeowners or renters (with landlord permission). Houses and trailers are eligible regardless of location.
Housing Preservation—Moderate housing rehabilitation to assist the low-income and very low-income homeowner outside city limits and incorporated areas. The purpose of this program is to stabilize the existing housing stock in rural areas to bring the home an improved level of energy efficiency, safety, sanitation and code requirement. All work is performed as a grant to qualifying homeowners, spending on the average of $8,000 in materials and labor costs. Trailers and rental property are not eligible at this time.
Heart Homes—Located in Hawkinsville, Georgia, this Section 8 subsidized 202 Elderly and Disabled apartment complex of thirty (30) units provides financially assisted housing. Applicants must meet income, age, disability and other requirements to be eligible apartment rental clients. All rental amounts are based on income level with the remainder subsidized by the program.
Heart Homes Annual Report 2007-2008
Affordable Housing Program - Funded through a grant from the Federal Loan Bank in Atlanta, this program provides funds for limited rehabilitation to the homes of low-income elderly homeowners. This rehab activity is designed to increase the safety and energy efficiency of the home. Repairs may include, but are not limited to roof replacement/repair, replacement of unvented heaters, installation of storm doors/windows, repairs to fascia/soffit, and replacement of inefficient appliances. This fund may be used in combination with other housing programs to maximize the assistance to the homeowner.
